A Tale of Two Cities: Extreme poverty, increased homelessness, untreated mental health and the propensity for violence are a deadly combination and a real threat most New Yorkers face daily.
The latest mass casualties of 4 individuals in Chinatown is attributable to the combination of increased homelessness, untreated mental health and the propensity for violence. In this day and age when our city is home to some of the wealthiest families in the world, New Yorkers deserve and are demanding equable living standards for all residents regardless of socioeconomic backgrounds. Decent housing, access to healthcare and public safety must not be available for a few or to specific zip codes. These are among the basic human rights and the city’s obligation to provide in order to prevent more victims of mental health related violence.
Against this backdrop, advocates for these issues are joining their elected officials, clergy and concerned New Yorkers at a press conference to be held at the scene of the massacre. Please invite friends and colleagues to send a strong and urgent message. This senseless mass slaughtering must not be repeated.

Gross Receipts tax rate
2.5 percent of gross receipts in NYS
Administrative office tax rate
Certain businesses with administrative offices in New York State, at least $1 billion in gross receipts, and at least 1,000 employees nationwide would be required to pay an annual homelessness administrative office tax (rather than a gross receipts tax) at a rate of 2.5 percent of payroll expenses.
Absentee landlord tax rate
2.5 percent of rent receipts
Tax revenue administration & allocations
Proposition D is designed to establish the Neighborly Dignity Fund, to be administered by the mayors and monitored by an advisory committee. The funds are used for the following:
- Prevention and services of the homelessness
- Mental Health services
- Addiction Prevention and management
- Grassroots Crime Prevention Programs (Community Public safety Partnership)
